General AccountabilityThe Human Resources Advisor, Disability and Benefits will have a pension, benefits and disability background and is accountable to the Director, Human Resources, for the planning, development, implementation, and administration of TRUs various benefits, disability, and attendance management programs. The Human Resources Advisor, Disability and Benefits will ensure adherence to contracts and labour agreements, while improving and maintaining TRUs overall service standards.Organization and StructureThe Human Resources Advisor, Benefits and Disability has functional responsibility delegated to the position for supervision of work performed by other staff in the specific accountability areas.Nature and ScopeUnder the direction of the Director, Human Resources, the Human Resources Advisor is responsible for the timely and accurate interpretation and implementation of policies, procedures, Collective Agreements, and working conditions documents related to pension, benefits and disability. The incumbent will work closely with and coordinate with all stakeholders, including affected employees, their manager and/or supervisor, the Insurance carrier, WorkSafe BC, payroll, and HR team members.The incumbent also acts as a resource person, providing employee relations counsel and advice to Administrators, Faculty, and Support Staff in regards to pension, benefits, disability, and attendance management.Specific Accountabilities1. Plans, develops, coordinates, and administers TRUs various benefits and disability programs to streamline efficiencies and reduce cost to the organization. Administers TRUs EAP program.2. Reviews benefit policies with Collective Agreements provisions and policies to ensure consistency.3. Coordinates and administers short and long-term disability programs including Claims Management, Modified and Graduated Return-to-Work initiatives and Independent Medical Assessments.4. Provides guidance, advice, and direction to all levels of the organization regarding benefits, paid and unpaid leaves, attendance, and disability issues.5. Develops and maintains effective working relationships with internal and external stakeholders.6. Conducts a comprehensive review and audit of the various legislative, benefits, short and long-term disability programs and contracts with the goal of ensuring alignment to the Collective Agreements, employment contracts, Privacy Act(s), Human Rights Act(s), and Duty to Accommodate.7. Develops and continually improves effective processes, guidelines, and best practices that will assist in managing benefit and disability provisions within all departments (Claims, WCB, Modified and Return to Work, Independent Medical Evaluations, and Benefit Administration).8. Develops and implements a comprehensive attendance management program. Develops sick leave/absenteeism management strategies for TRU and provides advice and assistance to managers, supervisors, and administrators who require assistance in the management of sick leave or absenteeism.9. Ensures coordination and integration of processes and programs between HR, Unions, payroll, and Insurance carriers. Liaise with insurance consultants and/or carriers on contract interpretation and exceptional situations, as well as, contract renewals and proposals arising out of the collective bargaining process.10. Develops and delivers educational materials and presentations for supervisors, managers and employees regarding attendance management strategies, disability management intervention, and return to work plans.11. Analyzes statistical claim information including recording information, examining trends and patterns, and preparing monthly reports on frequecy and costs to the appropriate parties management team.12. Participates on designated committees, advisory boards or working groups as appropriate.13. Develops permanent and ongoing measures and assists with bargaining preparation as it relates to benefit changes.14.
