Global Director, Talent Acquisition in Shanghai

Position will be in Danbury, CT or may be based out of Shanghai for several years. Candidates must be agreeable to either location in order to be considered.
Talent Acquisition Director is accountable for the design of global staffing and workforce planning policies, methodologies, and approaches to deliver world class recruiting services to support long term business growth. Concentration will be on executive search, experienced/professional hire, and university pipeline hiring across the business. Candidate must build strong, collaborative partnerships across HR and leadership teams globally, to understand what it will take to quickly deliver quality talent for the business, in a cost effective manner.
KEY ACCOUNTABILITIES
The preferred candidate will have significant experience as a high performer in international Human Resources recruiting, with a proven ability to influence and form positive relationships with internal and external customers. He/she must have strong functional talent acquisition competencies, as well as a mindset of flawless execution as a first priority to gain credibility within the organization. Strong capabilty in approaches to cut excess cost from the recruiting process/function, while not sacrificing quality, candidate experience, or time to fill.
Focus of the role will be to:
Develop a short- and long-term talent acquisition strategy that is both supportive and flexible in making a positive impact on the business. This will include proactive strategic workforce planning.
Lead talent acquisition re-engineering efforts resulting in a staffing approach which is world class; ensuring simple, scalable services and delivery of exceptional candidate experiences as well as hiring manager customer service.
Proactively plan and adjust recruiting strategies based on the analysis of factual, objective staffing metrics.
Design and deliver effective Employment Branding strategy and campaigns, which touch university pipeline programmes, diverse recruiting activities, and executive search
Design and deliver global talent acquisition systems, in consideration of regional immigration and legislative compliance
Manage recruiting resources, both directly, as well as indirectly through the regions where required, providing strong functional expertise, people leadership, and standardized approaches to recruiting
Deliver innovate new strategies for attracting top talent, and change strategies as the business dictates
Be a thought leader representing the local business needs, where global talent decisions are considered and carried out.
Ensure consistent approach to the review and management of vendors, agencies, associated cost and efficiencies in the recruiting function.
Develop and manage department budget.
REQUIRED:
Bachelor's degree or equivalent in Human Resources, Business, or related discipline
10+ years of staffing experience at the Executive, Experienced Hire and College level
5 years proven track record in developing and executing international recruiting strategies at a F500 company or equivalent
Cutting-edge experience in talent attraction, assessment and selection methods
State of the art sourcing expertise
Management of recruiting functions in technical, engineering or related industries
Experienced in recruiting and legislative compliance across major global regions where Praxair operates
PREFERRED:
Masters degree
CIR or Advanced CDR certification
Certification in HR (SHRM, CIPD, or global equivalent)
Staffing experience in China, India, Russia and/or Middle East
Ability to work effectively in a fast-paced, results-oriented environment where many of the large partner/stakeholder groups are located both in &outside the U.S.
Experience in OFCCP compliance regulations for recruiting, or global equivalents
Extensive experience selecting, configuring and implementing HR systems (Taleo and Softscape a plus)
Design and delivery of simple, yet effective HR dashboards and KPI's to monitor effectiveness and spend of recruiting globally
Management of preferred search agency vendors globally, including contract negotiations where necessary
Knowledge and use of competency model in the recruiting function (Lominger Model preferred)
Ability to drive programmatic change initiatives throughout the organization and build solid relationships at all levels including senior executive relationships in the businesses and HR
Excellent understanding of HR best practice in areas of HR which have implications on recruiting
Experience delivering global employment branding strategy
Proven track record in building and maintaining a high quality, global talent acquisition function
